I would imagine this guy wants to drive the car, so he will need a title also, so if you do it as a kit car how much is it going to cost him to put the car back together? Doors steering weal, seats motor, transition, ect.

Secondly, how patrolled do you honestly think the borders were.. planes were only invented in early 1900s and could hardly stay in flight.
